GameRager: You didn't say it but it's how gangs are described with how you define terrorism in regards to acts done by the KKK.
There's a difference in goals that can't be overlooked, even if the difference between a gang and small-time terrorists can be blurry. Terrorism requires a political (or ideological) goal for the term to mean anything distinctive. The KKK has the stated goal of achieving or maintaining "white supremacy" in the US and the manifest willingness to use violence and the fear of violence to further its goal. There is no better way to describe them than as a loosely organized faction of terrorists.
