I replayed my ranger in the 2.6.6.0 version and never got the notice of the second quest. So my ranger failed his quest. Is there a workaround?

If you are referring to Ogron_Attack , then there is a documented bug and associated workaround in older versions for this. I don't know if 2.6.6 claimed to fix it.

its very common for the messager to get stuck in tress when you rest at the edge of wild maps and yes that is a game design issue which is in the base game

Found a workaround. Frequently checked back with the Umar mayor. He will give your ranger the next quest even if Delon never finds your party. This also finishes the ranger quest quickly so you can get on with the rest of the game.
