Get all other acievements, still got 98% game completed. Achievement for all achievements sounds like crap and doesn't allow me to feel free at the end.
First I thought it was secret ending of the game with Johnny, I got it. But it was not.
If somebody got a solution - please help me.

I have the same issue here (even finished all Phantom Liberty achievements) and got 98% also.
And the achievement is visible in GOG (in "secret/hidden" mode) saying "continue to play".

Funny how devs do not care even 3 years later.
