It's a great game, I played and finished this 2 months ago and it's a solid RPG. I definelity recommend Tower of Time!
This title was unknown to me. Looks like a fun and quality title.

How dialogue heavy is this game on a scale from 1 (pure dungeon crawler) to 10 (read for hours then one battle)?

Probably about 3 or 4. You get cut-scenes from time to time, but most of the game is spent wandering around the levels fighting and solving puzzles. Your aim is to get to the very lowest level of the tower and it gets progressively harder. Note that because of the puzzles, it's always good to read things along the way.

So many games lately, so little free time though!

Looks very nice, I'm also surprised that I hadn't heard anything about the game before.

They don't seem to have any relation at all, but the studio name brought back memories of these guys:
Event Horizon Software, Inc. (first 15 seconds of the video)
Their logo, especially the sound, kind of scared me when I was a kid =D
This is one of the games I really wanted to see here, glad that day has arrived. Bought :-)
