Not really. In the gaming industry, people join and leave companies all the time.
For example, Halo Infinite lost a couple of key figures during its development and it still got released.

Ubisoft will get a replacement and move on with the development of the remake.

Like we know what concept even was until now? This person didn't work nowhere near old Splinter Cells so who even cares.
He was involved in one Splinter Cell game (Blacklist) as a game designer.

Also seems to leave on good terms and its not with an exodus of directors/developers so its probably just switching to a new company or studio after working in one for 11 years.
Yeah, I think it's almost impossible to tell at this point what impact this will have with so little known about what the game even was going to be at this point.
Probably done their job as director and are simply moving on. Don't think it'll end up like Bloodlines 2.
