Ok, need help, stuck on this one xD
I remember a game where you built your own moon base. A little sim city like but you got attacked as well I think.
Was like, not top down but almost, and you build up your base on a foreign planet, I think with rec centers and the like but not sure anymore. I think i remember a twist where you got attacked by aliens as well after a while, and i *think* you had like little tanks to defend, and ... something with missiles? maybe flying defense.
We're talking old here, like early days of PC (if it was PC but I think it was). So no imperium Galactica (latest guess), older than that.

Darnit, I was sure you meant Fragile Allegiance.
I even went and looked at Crazy Bytes lists since that is where I encountered the game.

Yeah utopia for sure. One of my favorite games. I loved how the threat of the aliens was sort of unseen, with you sending search parties past the mountains to see if you were going to be attacked or not. I played many many hours of that on the snes.
