I can't verify the perspective myself , I saw it in a review when I was deciding about buying Stellaris. Basically no, the base game alone is not enough as Paradox balances the game in respect to all the DLCs . It may be fun for some games with the base game alone, but if you want to play it more serious you will need the DLCs.
