Restarting you computer doesn't work if you have fastboot enabled.
You can try this fix.
It's for Jade Empire, but it works with NWN2.
Just drop 3d39.dll in the games route directory, the same folder as nwn2.exe

You need to run the game using the NWN2 client extension: https://neverwintervault.org/project/nwn2/other/nwn2-client-extension

I had the same issue and this helped a lot. I put shortcut to the extension file on my desktop and launch it through that instead of the normal one.
Dear Fellows,

I tried the dll fix and the client extension as well - none of them worked.
Tried compatibility modes too and to no avail.

I however found an easy solution and works like magic:

- Delete the whole neverwinter folder from your documents library (you may want to backup your savegames 1st, - but not the settings files)
- Run the game (the deleted folder gets recreated after 1st run)
- Retake your settings in-game.
- Copy back your savegame files.
- Enjoy.

No idea what kind of hell is to be installed on the 1st occasion but this works.

Turning the camera on the screen edge is still somewhat stuttering, far not that much as before - but i decided to use the keyboard to turn camera anyways (put movement commands on the arrows and Q-E for camera turn. You dont need to use a mouse when using the keyboard for moving around anyways).

Another thing: for some reason my video card cooler is running somewhat higher than before the fix. No idea why though, the game runs smooth and fluid. It does not point to any problems yet for now.

There is an easier fix that worked for me, download this file community.pcgamingwiki.com/files/file/2033-jade-empire-stutter-fix and place the d3d9.dll file in the folder where nwn2.exe is located.
I recall having a similar issue until I had to install DirectX 9.0c even though Windows 7/10 already had a higher version of DirectX.

You can find the downloader by doing a Bing search for "DirectX 9.0c installer" and finding a Microsoft link.
Yes, I said Bing, you're searching for a Microsoft download so Bing. Whatever else you might say about Bing, it is good for finding stuff on Microsoft's site.

Unfortunately somewhat true, however you can force it by entering a command prompt (cmd) and typing "shutdown /r".
Alternately use the "run" command, invoked by holding down the Windows key and pressing R.
You can also use shutdown /s to turn off the computer, so long as you don't use /sg.

The problem being discussed has nothing to do with DirectX.

It's a very well known movement bug in NWN2 (and Jade Empire and possibly others). The Devs keyed an animation parameter, to a variable that increases with system up time.

The longer your Windows session is up, the worse the stutter gets.

The fixes feed a fake value to bypass this variable.
