Before the patch 1.07 I played on fullscreen fine and it ran way better than borderless windowed (steady FPS vs. wildly fluctuating FPS). Now I can't put the game on fullscreen because if I do, game minimizes to taskbar and will keep doing that if I try to maximize it. Doesn't crash, just won't stay maximized. Only option then is to manually edit settings file to borderless window.

After the patch I played for about an hour before windows told me that memory was low and closed Witcher3. First time that ever happened. Don't know if it's related to my current problem. I was running the game on fullscreen then and only afterwards this minimizing bug appeared.

Removing all user settings didn't help (apart from defaulting back to borderless to keep game on screen).

i5-3570K
Radeon 7850 (overclocked to the max that CCC allows)
8 gigs memory

Today game suddenly works on fullscreen. I manually edited preferences file to put setting to fullscreen, although it might also be because of restarting my PC.

Make sure user settings is set to (fullscreen mode 1).

That's the borderless windowed mode, fullscreen is FullScreenMode = 2. But the problem was not in getting game to fullscreen mode. Problem was that while in fullscreen mode, game would not stay on screen but minimize to taskbar as soon as game started and refusing to stay maximized. However, that problem just went away after a restard. So the problem solved itself, just can't say how or why.
