On peut lire que les voix FR auraient subi une mise à jour récemment mais sur consoles. Est-ce aussi le cas sur pc ?

If you look at the store pages of the games in question, you will see that GOG says they include French texts and voices:

https://www.gog.com/game/icewind_dale_enhanced_edition
https://www.gog.com/game/planescape_torment_enhanced_edition

I can only be absolutely sure about the one I own, PST, which does include the French localization.

As far as I know, these have more localizations than the console versions. That is because Beamdog does not own the copyright for the translations / dubbings. They were made by volunteers, and Beamdog needs to get explicit permission to include them in each version of the game they want to release. Hence the reduced number of localizations that they promised for the consoles.

Please note that they are only for the games mentioned in the news article. Just as Beamdog themselves announced for the consoles, there is no French full localization currently available for the PC version of BG2EE (or Siege of Dragonspear for that matter):https://www.beamdog.com/news/voice-localization-update-dd-enhanced-editions-console/
