ive spent hours trying to figure out how to get this item since i need it for my build and i cant find it anywhere and ive found old posts saying to buy from the ripperdocs but they arent selling me anything does anybody know what is going on and what happened to the blood pumps

Everything is gated by level and street cred. You can't even see something being offered unless you meet the requirements to buy it. All ripperdocs should, with 2.0, all the carry the same things so whenever you are eligible to buy it you should be able to find it anywhere.
