Does my graphics card have to support DirectX 12 to play Cyberpunk 2077?
Here are the requirements from the store page:

Storage:
70 GB of available space - SSD recommended (100 GB for offline installer)

So according to the store page, your card must be able to support DX12, though it also says the game works on Windows 7. I'm assuming it has a custom API like World of Warcraft.

He probably misunderstood OP saying: "does my GPU support DX 12?" instead of "does my GPU need DX 12?"

Yes. And yes, it's D3D12 only.
