I know that no matter how many votes a game gets, there is no gaurantee that it will be re-released because of rights issues, but Silent Hill is owned by Konami. I would really like Silent Hill 3 at least to be re-released, but Konami keeps fumbling with the voice actor rights for some silly reason. It's such a joke at this point.

To apply patches that aren't just surface level fixes, of course. And in some cases, to have access to settings that didn't conceptually exist.
There's indication hinting at a release of the Silent Hill 2 Remake on GOG (in October would be my guess, also to coincide with a possible release of Return to Silent Hill?) - maybe the original Silent Hill 2 gets a re-release as part of the Preservation Program alongside it.

Possibly Silent Hill 3 as well.

Also for copyright purposes - proving you have the (beyond mere paperwork trail) right to distribute and edit said game.

Well....buy a physical disc of it for a console and run it via an emulator. As you would own a copy, its up to the owner how to fiddle with it. But so it seems, you can upscale maybe? Dunno what you can do though.
Silent Hill 3 would be tough since there was some legal issue with one of the voice actors in the game... they're not just going to replace that and call it good. It's always possible they've worked through it, but those things can be a bit of a nightmare.

Silent Hill 2 is only interesting to me, personally, if they integrate the fan patches into the game out of the box and polish all of that up a little bit more. That's not outside the scope of what GOG's been doing, so I could see it. The base PC port is pretty bad.

Minecraft Beta Tiny Render Distance 2 Remake has just dropped on GOG if that sails the boat.

I can confirm it didn't yesterday on my end as I legit looked on the Dream list yesterday ..
Perhaps they're saving the re-releases of original SH2 and SH3 for October, as already suggested.
If you still have your 2002 retail copy, install Silent Hill 2: Enhanced Edition on top of it and you're good to go.

Silent Hill 3's PC port is solid enough as is, although you might want to apply a widescreen patch.
