Is anyone else experiencing this or just me? It just says installation failed E4.

Wow, with level of detail solving it should be a breeze!
Have you installed via galaxy? If so, download the offline installers and use those.
Install to a path not program files, e.g. c:/mygames
Run the game from the exe in the installed folder, not galaxy.
Check free disk space, system specs.
