I've been playing this game non-stop since it was released a week and a half ago. It's a great game; the last game that grabbed me this intensely was FTL. (Though, recognize, the genre isn't for everyone.)
At its core, the game is a placement puzzle game themed as a city builder. The game uses "deck-building" as a progression mechanic. IE, once you've had enough economy points, you can add a new card to your deck [for this level]. There are different characters you can play as as you go, each with a different suite of abilities that encourages focusing on a certain type of deck.
Buildings you place, in addition to boosting and dropping land values (points) in certain areas all have a cost ("expenditure") that, once you exceed a certain limit, makes it harder to clear future lines, a bonus (aforementioned economy contribution) and, most importantly, have their special ability. Houses, for instance, collect points. A scrap yard permanently removes a card from your deck. A warehouse discards a card (that will be drawn again later). A Youth Club draws extra cards so you know better what's coming up to plan your turns. And so on.
The game is BEAUTIFUL. It has a lot of nice touches everywhere. It's quite polished. The voice acting for the characters in tutorial and campaign mode is some of the best anywhere. The sound effects are great. The patches he's done have added/tweaked content in just the right ways. It's really a gem of a game I can't praise enough.
I wish he'd have a demo so I could just recommend everyone try it to see if you like it, even if the genre-mashup doesn't sound like your thing.
