True, in principle. It can happen on GOG, too.
But in the case of Crimzon Clover, aren't the DLC just extras like soundtrack, posters, guides? And are they available with the game anywhere but on Steam? Humble doesn't even sell a DRM-free version of it ...
In the case of Hand of Fate, it's an in-game 'expansion' that's not available for the DRM-free version from Humble, even though a DRM-free version of it exists and is sold for the DRM-free game on GOG. Although, to be fair, it has to be said that this DLC took its sweet time to get on GOG as well; but it did get here eventually. I don't really know that for sure, but I'd assume that there's a better chance of GOG adding stuff like that retroactively than Humble doing it; if only for the simple fact that GOG is in touch with its customer base through the forums and can listen to complaints, while Humble seems pretty detached in that regard.
You do have a point though, there is no simple "GOG is better" or "Humble is better". It always pays off to carefully compare the offers and base your decision on that. I buy from both stores myself.
