You may want to share full system specs as well as install path, otherwise people may struggle to help. I don't think that you having an HP rather than an Acer would be an issue here.

You may also wish to try the game specific forum, otherwise there's a risk your question will get buried in this General Discussion forum.
The more detail, the better! As mentioned, system specs are always handy.

I'd also suggest posting here - https://www.gog.com/forum/fallout_series#1531323280 the Fallout series forums.

Your computer's brand should be irrelevant. But your graphic chipset most certainly is relevant.

Let me guess: Does your HP computer only have an Intel integrated graphics chipset? If the answer is yes then that is your problem. The game doesn't run on an Intel chipset. It even says so right in the system requirements.

You need a proper graphics card from either NVidia or AMD to run the game.

If you try to play the game on a laptop check if it has more than one graphics chipset (which is often the case for more expensive gaming laptops) and how to configure which one gets used.

If you are playing on a cheap laptop that only has an Intel chipset and can't be upgraded with an AMD or NVidia chipset then you are out of luck.

No problem. Let us know how you get on, and if you discover something that would be useful for the community (e.g. a way of getting the game to run on your system), be sure to share it!

This is almost certainly the problem, and the solution.
I was able to play it fine after using this fix and I only have an Intel integrated graphics card, before that I got the black screen and non starting.
