I don't think the Forum search works correctly. It will only work with single words. When I enter multiple words the spaces are replaced with "%20" escape codes, and then the search actually looks for literal %20 in all the searches resulting in 0 items found every time. This greatly reduces the usefulness of the search function. Is it supposed to work this way?

In my experience its usually better to use a dedicated general internet search engine and restrict the results to the site in question than to use forum searches. Forum searches are often buggy and/or too inflexible to be useful.
