What happens is that I want to buy a game on GOG since it accepts PayPal balance. Is it possible that if I buy the game on GOG I can also play it on Steam? Receive achievements and hours played also on Steam? Or do GOG games stay only in GOG?

No, games bought on GOG can't be activated on Steam, hence they don't allow you to get Steam achievements. However GOG has its own client with achievements and statistics: Galaxy.
