I can't get people to use the outdoor swimming pool in HOTEL GIANT 2. Can someone help?

From the manual:

Swimming Pools:

Must have male and female changing rooms and restrooms

Note: Guests will not use the swimming pool unless changing rooms have been provided in the pool area.

I have put changing rooms in the outdoor pool area but still I can't get visitors to go for a swim. What am I missing?
