Did you by any chance pick games you already own? You can only buy them as a gift in that case.

No, definitely not.

But in case any of the games had an issue for whatever reason, i went through and removed them one by one until the green pay now button opened up. just 2 games left and it came to life!

Thanks.
I'm trying to buy the Commandos Ammo Pack for $.89 (sale) and the green "PAY FOR YOUR ORDER NOW" is grayed out and unclickable.

Why? The only "error" I am getting on the page is a "1 game from your order is NOT compatible with your Linux" above the game title. I am running Linux, and I appreciate the warning, but that shouldn't prevent me from buying the game.. if that is th reason at all.

So they are checking your OS now? That's not really a good idea in my eyes.

You should be able to buy the game as a gift though. Just use your own mail adress and redeem the code yourself. Normally that should work without any problems.
Solved:

I had the wrong "CID" number on the card put in. I thought it was the 3digit number on the back, when it was the 4digit number on the front. The button "un-greyed" when I put in the 4digit number.

Thx.
Ah, I think I did that mistake once as well.

They've been doing it for a long time, but it's only a warning and it never prevents you from buying any game for OS compatibility reasons.
