I cant find an old game I used to play. It was around 2003 and it was a 3D scifi fighting game. Some of the characters included a guy that looked like a knight with a neon blue plume and a robotic voice, and a pinkish lava girl with fiery hair. One level looked like an indoor power station with electricity arching between transformers and it would also strike the ground randomly, possibly the fighters. Another level was a plateu with an erupting volcano in the background that rained down meteorites that would bounce a little, and could be picked up and thrown. One of the songs was electronic and would repeat "time is running out". If you won a short tune would play and the camera would zoom in on your character as they striked a pose.

The only dos/windows Sci-fi 3D (ish) fighting game I remember is One Must Fall 2097. It's available for free, if that's what you're looking for, but all the fighters were robots (controlled by humans, admittedly):

But talking about cool songs...
FX Fighter also existed, as well as a Sierra deal called Cyber Warriors, or something like that. Terrible game, though. Most of the fighting games for DOS/Windows did tend to be 2D/2.5D based, and most of those were either Amiga ports, or DOS centered, with the major titles that I can remember being Prey for Death, Brudal Baddle, Savage Warriors, Little Fighters, or Japanese ports like Melty Blood, Muscle Fighter, Undernight, etc.

Its not that one. It only says “time is running out”. If you have ever seen the movie raise your voice, the scene where the guy on piano plays an electronic song that has it but a different song. You can hear the phrase “gentlemen time is running out” at 1:29:40. Its that exact voice, it sounds like its from an old movie.
