That's pretty much the whole point behind DRM-free.
If by 'GOG' you mean Gaalxy, yes you still can. And you can launch you games without using Galaxy at all. Just make a desktop shortcut directly to the game's .exe and you don launch it from that. Totally offline.

You can...
...install offline using the backup installers. Those you can download either through the browser, or with Galaxy, or (advanced) with the old GOG Downloader or scripts like gogrepo.py.
