not really sure where i can post this but the weirest thing happens after i enable SAM on my computer the network just can't start? no error or anything it said it can't start error 10.

i searched the internet try the latest driver (18-3-2020)
but i not really sure what to do next to make this working

can use some new prespective on this problem.

SAM=Smart access memory
Perhaps the card (or driver) expects its allocated PCIe memory to be in the lower 4G memory space? SAM will automatically enable above 4G decoding...

it's a onboard network one would expect the crap to work, guess the only option i have left to see if it's a hardware or software conflict (by loading linux in 4G decoding.)

My thought were more like, what's his pc doing up there flying so high?

Lol, And SAM must be a very small person, If they somehow happened to be trapped inside the OP's PC case...
He's talking about AMDs version of Resizable(Addressable)Bar. If you enabled it in the bios, then it's available. You probably need to do a vbios update of your gpu, brosky. Most didn't come out of the box able to do that. My 3080 didn't. I had to wait many months for a vbios update. To be honest, it's an abandoned tech (Rebar). It wasn't all that useful. I know you said the network isn't working, but I've heard that the vbios interferes because the rebar works between the cpu and vram. Could be breaking things.

i don't know if the tech is useless it's "highly recommended" when i gonna buy a ARC
that's the reason why i sudden interested in Bar

I don't know what requestest means...that's not a word. I shouldn't say useless, but rather abandoned. Resizable bar has been available for many years. However, in the past two years the gaming community has obsessed over it. Motherboard vendors obsessed over getting compatible bios fixes, and even Nvidia used it as a selling point for the 30 series. In the end, game developers aren't even utilizing it with little plans to do as such. I'd be more concerned with things such as DirectStorage, and possibly RTX IO. If Intel Arc is so dependent upon rebar, then it's gonna fizzle out.

I have rebar enabled. I can honestly tell you that I see absolutely no to minimal improvement in performance with the games that support it. Rather, I have to test to make sure rebar isn't hurting performance on my titles.

I still find it quite dumb it relies on reBAR so much... but then again their drivers are not exactly good at this point.
