On top of VAC? How much anti-cheat do you want them to use? Either way chasing cheats in a popular game like CSGO is always a cat and mouse game sadly, it's always ongoing. And punkbuster doesn't do anything against smurf accounts which appears to be a big issue in CSGO.

It makes sense considering that CSGO is Valve's biggest cesspool of cheaters and scammers. They really can't do enough to inconvenience those people. Don't flatter yourself. It's required for the police report.

It's likely that they send a code to the number and you have to input it on the site to verify it or something like that.

But anyway, this looks optional and it would probably help make the CS:GO experience better so I don't know why anyone would complain.
