But to actually answer your question, there are four cases:
1. A changelog is submitted by the devs/pub to GOG, and can be found under the More tab of a game card in your library (provided someone at GOG puts it up). Often in this case, you may just get a link to where a game's changelog is being posted, like in the case of AI War 2 (though the one on GOG is outdated, and one's got to go find the current one on their own) and Noita.
2. A changelog isn't submitted to GOG, but the devs/pub post it in the game forum, so if you know that a game you own has been updated, checking its forum may lead to a posted changelog. There are cases where the changelog is both submitted and posted in the game forum, like Caves of Qud.
3. No changelog is submitted at all; in this case it's anybody's guess what an update is about. Best case scenario is a bug or issue was found by users and mentioned in the game's forum and reported to GOG and/or the devs. Otherwise if one's feels adventurous they can go on a quest to find a related changelog on the game's site/forum (if on exists), Steam, and lately even itch.io or pastebin and Discord.
4. There have been cases where, for some unknown reason, the changelog history has been purged and thus can't be found in your library any longer; newer changelogs may or may not be added. And then there are cases, where changelogs are made available with great delay, as in months or even a year after the update took place - a good example is Not Tonight.
If you want to keep track of what gets updated, you have to check Yepoleb's GOG DB, and then your library, the What did just update thread and corresponding game forums in order to find out what the update was actually about, unless it's case #3.
