Many places have underground tunnels and man-made caves. A lot of those are for water, sewage, the underground trains and such but sure there are a bunch built as bomb shelters, often used as parking lots or sports facilities. during peace time. I fail to see anything special about it.

ADD: Also, even if they are numbered and I have seen some of the numbers I certainly cannot remember them. It matters not what number it is when you are running for shelter. It only matters for those servicing and repairing them (air vents fixed in shelter E189).
