Ok. For this I have to give some more initial clues, I guess - the quality of the picture(s) is pretty bad. Sorry for that.

- The screenshots show the character of the C64 version in its usual movement cycle.

Second hint(s):

The depicted character was the main character in a now 35 year old game on the C64.
On the arcade he is even one year older.

Notice the coloring of the character?
That's because - originally - the playable character was supposed to be a famous merry man.

After the theme of the game got changed to play another - equally famous, yet less merry - literary character, the developers decided to simply keep the graphics that they got so far.
