It sounds like it is an https issue. All the things you are having problems with are on the secure subdomain. Can you try your laptop form another access point/internet connection?

and no I'm not using a proxy. This has only just started yesterday.

Perhaps it's a problem with your colleges servers. Can you get off campus and get to an internet cafe? Usually most colleges have a lot of internet cafes off campus.

There's not a single internet cafe in the entire town.

Can you perhaps call a friend you trust or a family member that lives somewhere else and see if he/she can enter your account and library?

Well, a proxy service might let him get around the block. Could be too slow to download games, but quick enough for surfing gog.com and making purchases.
