I don't know how the brain woked on the person who came up with the idea to add a day between what is normally day 52 and 53 (of the year) rather than between 59 and 60. Seen from that viewpoint, both seem pretty much equally arbitrary, though counting days of the month (as is more common) rather than days of the year, the latter seems more reasonable.

Put it this way, think of each day having some (unknown) name, beyond the numbers we call them by. I'll use colours for now, with common month and number in parenthesis.
Normal year would be:
green (Feb 22), blue (Feb 23), red (Feb 24), orage (Feb 25), yellow (Feb 26)
Leap year would be:
green (Feb 22), blue (Feb 23), purple (Feb 24), red (Feb 25), orange (Feb 26), yellow (Feb 27)
We added a day ("purple") between "blue" and "red", since all days after "blue" are moved forward one step, they get a new number. Then in March the (never actually used) naming scheme changes to canine animals, just so that whatever colour Feb28 is doesn't become Mar1 and we accidentally add a day at the end of december instead.
F*ck, I don't know... none of this makes sense, and I don't actually care about it, but my brain doesn't always work in rational ways.

Well yeah that would make sense actually. If every month you would have a new denotation system for days and they are not interdependent that should have not been a problem. :) But than that system should have been created before the calendar as we know it today was introduced. I wander than how did people than know there was supposed to be a leap year/day. :P But this kind of makes sense indeed. Or another thing is - if you only have names for days of the weeks (moon day, etc. sun day), and would throw in another "leap day" every now and than that could also work.

This is pretty much how the Chinese calendar does it (as far as I've understood), they throw in a non-numbered leap month between the years every once in a while (of course, since the month has no number, or year, it's associated with with bad luck in various ways).
