Siannah: I'm rather shocked nobody considered Guild Wars 2 by now. Yes you'd have to buy the game, but from there it's ftp forever.
You can solo to max lvl (currently 80) with just the last part of the personal storyline being group-only or go with a guild, drop in / drop out anytime dynamic event-system, PvP maps....

i second GW2, got a lot of fun out of it and still nowhere near seeing everything
