The rep system is there for people to up or down vote posts that warrant it. If you participate on the forums and don't do anything bad (Such as spam) your rep will go up naturally over time.

Stars earn you ... nothing. :) There was a rumor that 5 stars got you something from GOG, but I'm not sure that was true in the end.

So it is mostly just a marker for how much time you've spent on the forum/how many questions of people you have solved/wether people up (or down)-voted your posts, etc ...
