"Hi everyone!
Some of the concept art for the game has been released due to the lawsuit. This forum will be a place where we can post high quality versions of the same art and you can give us some feedback on it at the same time.
Keep in mind that this is concept art. It's not finalized art, but it will give you a feel for what we are aiming for with V13.
(And I'll keep bugging the lawyers to release more art when we can... I'm pretty excited that we're finally able to show you some of the work that we've been doing up until now.)"

Nice, but you have to be registered and logged to see the files attached to the forum posts...
I hate to burst Interplay's bubble, but I could have produced that much concept art from April by myself. It's not exactly indicative of having fully staffed and funded development underway.
The fact that Interplay have kept everybody in the dark about what they've been up to - including those they were supposed to keep informed - seems very fishy to me. Either they were incredibly lax, or they've been scheming to take back Fallout all along.
Is this just more hypeware that we're never gonna see?

This is just what they're allowed to release.
Recent court docs say they have "more than 600 pages of extensive game design documents detaling, without limitation: characters, character abilities, equipment and in game items, weapons, concept art, story outlines, and environment descriptions, among other game information." A demo has also been made.

It's been in 'development' for almost exactly three years now. All they've got to show for it are some pretty pictures. Add to that the fact that Bethesda seem to want to shut them down for good and you've got a title with one hell of an uncertain future.

Interplay announced the developer they assigned to the project earlier this year - not long after the alleged deadline for having started full scale development. If they've had the game in the works all this time then they've not only kept the public in the dark, but also Bethesda, with whom they had an agreement.
If Interplay is in the right on this one then they've got a very funny way of showing it. Concept art aside (which doesn't count as full scale development in anyone's language) if there is a demo, then is there clear evidence of its existence prior to the deadline and why wasn't this shown to Bethesda? I assume they at least asked before bringing down the four lawyers of the legal apocalypse upon Interplay. :p

Concept art is just that...a concept. It never ends up having any bearing on the actual game. Pointless.
I doubt the game will ever come out.
Looks a bit too...colorful and cartoony. Eh, maybe I'm just being a fanboy.

Just to echo/expand what everyone else has said, concept art and design docs are meaningless. The history of the video game industry is filled with games that never got past that conceptual stage. Concept work is to a video game as a script is to a movie: anyone can create them, but it doesn't mean the final product will ever actually get made.
