No, cheats are a whole 'nother animal. They are more like an average person decided to take the game and, using its existing structure or engine, created their own content for it. Sometimes a mod is as simple as changing the look of some of the models or environments, other times they can be as complex as turning the game into a completely different game (usually referred to as a "total conversion" mod).

I'll go ahead and presume you know Counter Strike and Half-Life. And so I'll just say: Counter-Strike is a mod for half-life. They're not cheats, they change the game. They may change it a bit - like adding a new weapon that wasn't there previously, a new task to be completed or new places to visit. Or they make major changes: Like changing the whole game, like counter-strike and half-life
