It is a spam/scam call and I would like to return the favor but can't be arsed to dial them myself.
"hello our records show your dog license is about to expire, send payment ect. I have no dog license associated with this number.

Is there some sort of political mailing list so they can get Hillary presidential surveys or some such?
Or perhaps some manner of free cruise after a half hour survey and a small processing fee?

Black permanent marker on public WC? Isn't this the usual method?

It's automatic, it's not going to be set to receive anything. Unless you know who owns the machine and can get their real phone number you won't have much luck.
