maybe because a gift can be claimed at a later time, e.g. not promotion time ?

Yeah but if they're paid for what difference does it make when they're clamed?
I suspect its more to do with the mechanics of the bundle deal, the system can only check your account to see if you have neither and therefore qualify for the lower price.

Can't gift single games either. I posted about that when I tried to buy Sacred for my brother when the sale was on for it a few months back.
