I can think of at least two people who would answer "The Guild" to mostly all of that. :)
I've been playing old and the odd indie games all year. I'll have a think on it.

While I'd have to think about most of these, Best Art Direction and Game of the Year for me would both go to Mirror's Edge. Hands down, still the most enjoyable game I've played this year.
Best Overall Gameplay: Uncharted 2
Most Innovative: Batman: Arkham Asylum (For being a superhero game that doesn't suck)
Best Art Direction: Aion (Though I haven't bought it and have no plan to, the game is absolutely stunning to look at)
Best Voice Overs: Batman: Arkham Asylum
Best Script: Uncharted 2 (close between this and Batman, but Uncharted wins because the ending isn't a let-down)
Best Soundtrack: Uncharted 2
Best Developer: Naughty Dog (The feature on the disc with a look at the team makes me lean heavily towards them)
Best Publisher: EA (What's this, Command and Conquer: Red Alert? Free? Feel free to torrent and make copies of it, give it to your friends and such? YOU ARE AWESOME.
Game of the Year: Uncharted 2 (the surprisingly great multiplayer inches it ahead of Batman: Arkham Asylum)
Best Overall Gameplay: Batman: Arkham Asylum.
Most innovative: Torchlight.
Best Art Direction: Borderlands.
Best Voice Overs: Chronicles of Riddick: Assault on Dark Athena.
Best Script: Batman: Arkham Asylum.
Best Soundtrack: GTA: Chinatown Wars.
Best Developer: Rockstar.
Best Publisher: I'm gonna go UK here and choose Jagex, even though they already won.
Game of the Year: Batman: Arkham Asylum.

Would this also be just focussed on 2008? Only that was, on the whole, a shitty year for PC gaming. I notice that people are posting just about anything recent, so I thought I'd ask for some clarification on that first.
I rarely pick up games right after launch, so i have no idea about launch dates. Of the games i played this year:

Best Publisher - really couldn't care who publishes anything.
