The English version is available in 1.69, all others, in my case the German version, are only available in 1.68.

Where exactly is the difference between 1.68 or 1.69?

You can read the 1.69 changelog here.

As far as I know, the official 1.69 patch was released for the english version of the game only: that's why the other languages have never been updated to 1.69.
Anyway, while I can't guarantee this to fully work, I think you could try this patch: it should be the beta (i.e. not official) version of the patch, but at least translated in German.
