I've searched over much of this forum but I couldn't find the answer.

When I download and install the game via the GOG Download, does it include all the latest patches?

Also, how do I install the new Full Combat Rebalance mod/patch?

Yes Witcher 2 is currently on v3.4, and that is the version of the current GoG installer.

Also the Full Combat Rebalance mod is on RedKit site, just create an account, download it and install it using the exe. After install, select the mod from the "Mods" option of the Witcher 2 launcher.
