Those are the parts of the standalone installer. If you want, you can download all of them and then run part 1 (it'll have an orange icon) to install the game. (You can also back them up to an external hard drive or some DVD-Rs -- then you'll be able to install the game from those whenever you like, with no internet connection or anything.)

If, on the other hand, you're used to installing games through client software (like Steam), the simplest method would be to just ignore all those links and click the blue button that says 'Try GOG Galaxy'; the beta version (there are still a lot of unfinished features, and quite a few bugs) of Galaxy will install itself, and you should then be able to go to your Galaxy library and click an "install" button and it will take care of the rest. Some people, however, have reported extremely slow download speed through Galaxy, while downloading the installer through a web browser works better; your results may vary.

If you are curious about Galaxy, check out this page, and perhaps this thread. If you'd rather not use it right now, though, just download all 13 parts of the installer (to the same location!) and run that first one -- currently, it should be called "setup_the_witcher2_ee_3.4.0.25.exe" (though the ".exe" part might not show, depending on how you've got Windows File Explorer set up), and be about 1 MB in size. If everything downloaded correctly, it should start installing your game, and hopefully you'll be playing within the hour! =)
