How exactly do you trigger the "Party" quest where you get the tattoo? I noticed it in the guide but can't seem to figure out where to start/trigger the quest. Currently I'm on my way to get the Rose of Remembrance, hopefully I'm not past the point (though I can load an earlier save if needed).

You visit Roche's commandos in the building next to the inn.
