I recently bought the game from the sale and dowloaded it during 2 days with the downloader, but now it will not install. The installer always stops after three quarters of the way done and usually it has crashed. But the files should not be corrupted or missing anything, as it has always completed the integrity check.

Another thing is that I can't uninstall the semi-installed game as it hasn't installed everything. Also, when I open windows task manager, then it shows that the setup is constantly switching between "Running" and "Not Responding". I have tried running the setup exe as an administrator, but nothing seems to work.

What should I do? (I am on windows Vista 32-bit)

Make sure your harddisk has enough free space and that it's not formatted with FAT32 but NTFS.

Deactivate any anti-virus software during installation (go off-line before if you feel unsafe).
You could also try installing the game without the downloader, by downloading the files directly from your game shelf. Save them all in the same location and run the executable setup file.

My harddisk has over 200 gigs of free space and is formatted in NTFS. I will try and download the game files again then.

EDIT: Seems like the downloader didn't fully download all of the files. It skipped on 2 files and didn't fully download one file either.
