Is there a way to view what Character Attributes you've unlocked in-game?

I've been trying to get Cover and I know I've fulfilled the requirements but I never see the unlock message in the bottom right of the screen.

I know it's possible to view the list now because I found this:

I just can't figure out how to access it myself.

Alright, found it. In the Character screen press Enter for Attributes. I don't know why, but I just never noticed that before.
