So basically in Chapter two Felicia Cori suddenly started to sell Hardened Cloth and Hardened Leather and later on also Studded Leather. It may be connected to crafting them since they appeared after I crafted a lot.

I always thought it was your level and how far you've progressed in the story that determined what they sold. Could be wrong though.
