I see that Witcher 2 in my game collection has an "updated" flag by it. I assume that nothing has been added here that I don't get by doing regular updates from within the game itself, but I just want to make sure. I don't want to have to download 15 GB again.

It's most probably the RED kit that's been added, which you have to download separately if you wish to use it. It is an extensive modding tool.
