No, it only works the other way around: if you buy it on Steam, you can redeem it on GOG as well.

ok, can i get any achievements on witcher 2 or witcher 3, with gog?

Achievments are in both games and to be able to unlock them you need GOG Galaxy ( http://www.gog.com/galaxy ) which is a client very similar to steam in functionality and run the game via the client.
However achievments work properly only in Witcher 3, it's not yet possible to unlock them in Witcher 2 GOG version.

The only games you can get on Steam and then redeem on GOG are the Witcher 1 and 2, since GOG is a sister company to CD Projekt RED and they can strike that deal in-house. Most of the other games are one-store only, unless you manage to message the developer or the publisher and they're kind enough to send you a GOG redeem code.
