Just downloading them doesn't do anything other than copy the files over the Internet to the download directory on your hard drive. If you want the DLC to actually be installed, you have to install them by running the installers after downloading them, or alternatively by enabling each DLC through Galaxy's More->Configure.

Once installed all the content is available in game but of course you have to find it on your own (armor/weapons/new quests) as you play. There are tips in the forums and elsewhere as to where things are if you prefer to know in advance where the items are found etc. however.
