Here's how:
Delete all x360ce files.
Get x360ce and 64bit library here: https:/ /code.google.com/p/x360ce/ downloads/list

Extract to game folder only x360ce.exe and xinput1_3.dll

Launch it like administrator. Accept file creation. Set your gamepad profile. It does not matter if it shows inactive. Go to "Settings Database" tab, there lower will be "Global settings" tab. Open it.
Try to load one of these. I use Logitech Rumblepad 2. I use D0CC10BF.

Click save, close the app.

Open x360ce.ini. Under [Options] add "Version=1" without quotes.
Under [InputHook] add "HookCOM=1" also without quotes. Save and close it.

Run game as administrator. Should work. At least works for me

And Hook Mode in Options TocaEdit X360 CE? Tried in options for Hook Mode select All instead of Normal? Xinput Files in Game Setting must be marked in any case (64-bit v9.1 or moreover 64-bit v1.3), for 64-bit v x360ce use 64-bit XInput Files only.

You have logitech rumblepad 2?
Worked when placing x360ce.exe into .....bin/x64 folder and running it there.
I have tried everything that's been mentioned here to make my rumblepad 2 work with this game, it is so frustrating trying to play with the mouse and keyboard. I am really stuck here. Anyone out there who has actually tried the X360ce with this game with any success?

vbiasi: eh you just mentioned Xbox ce extract the files into the folder. Detailed instructions are included in the link.

x360ce_x64: x360 Controller Emulator V.3.0.7.57/Copyright TocaEdit 2015
This is the beggining!

When you paste the x360ce_x64.exe in the The Witcher 3 Wild Hunt/bin/x64 folder do not run after you obtain:

1-x360ce.App-2.0.2.163.zip (old version of x360ce.exe emulator)
2-x360ce_libraries_r732_x64_VS2010.zip (inside is the xinput1_3.dll V.3.4.0.732)

Installing:
You need to paste x360ce.App-2.0.2.163 (old version) in the The Witcher 3 Wild Hunt/bin/x64 folder and this is the first one you will run (this will said Beta) and intall the 2 file that offer, the x360ce.ini and the version of xinput1_3.dll. Then you need to copy and paste/replace with xinput1_3.dll V.3.4.0.732 that is in the x360ce_libraries_r732_x64_VS2010.zip, just use that file, the others are not necesaries. After that you will delete the x360ce.exe and the run the x360ce_x64.exe but do not let that change the xinput1_3.dll V.3.4.0.732 for the new one that offer to upgrade, then when you are runing the x360ce_x64.exe you will see the controller 1 the green square and all the buttons function of your Rumbled Pad 2 Controll as xBox Controll by the Emulator, even will function with other kind of supported device controls.
