So I dn't know wether to update this game to 1.07 and 1.08 because they are big. Do these updates boost fps at all (I have to play at 640x480).

I know just what you mean, both the last patches are as big as some complete games I have! To be honest, the only difference you'll notice if the game is working fine for you, is the addition of the stash option so you don't get overloaded if you don't want to sell your gear. However, if you are downloading on Galaxy rather than the website, be advised that unless you've turned off auto updates it won't let you add any othe dlc unless you opt to add these patches first. It does not affect frame rates in any way that I've noticed.

Some of the DLC requires 1.07+ as well. I know the Ciri DLC does, but not sure about the others.

You are right. Some of the newer DLCs need patch 1.07 or higher.

If the patches will boost your fps is hard to tell. Some people here got lower fps after updating and some got higher fps. It depends on your system.

If you have to play at 640x480 and you actually manage to play then I wouldn't recommend rocking the boat.
