I'd like to play more games with that type of gameplay as the focus, rather than being a minigame or whatever. I think I'd also want something more permanent than a level-based game where you start a new town each level, and more customisable than something like Sim City or Pharaoh where you just build generic buildings. I guess Dwarf Fortress is along the lines of what I'm talking about? If it's got a cute/stylised art style, even better. Historical, fantasy, or sci-fi flavours would probably be what I'd enjoy most - I don't think Project Highrise is something that would interest me, whereas I've wishlisted Symmetry.
The other thing you can do is go to the Nexus and search though all the mods that tinker with the settlement aspect of the game.

I, too, am playing fallout 4 for the first time and really digging the settlement aspect!

Unfortunately, the game best fitting that description isn't terribly good. Look for Stonehearth. It is highly moddable, so it may be that modders eventually fix most or all of the problems with the game. But from your description, Stonehearth may be exactly what you want.

RimWorld is very good

Banished is very hard

Rise to Ruin is in early access

Oxygen not included may not be what you are looking for

Astroneer is a very different take on it

No. It's a 2.5X, essentially. Town building is limited to ten slots, fifteen building types, and depending on your game settings, you can be allowed to build more than one of each type of building.

Thea is about the combat and exploration. It's about expanding your options by improving your village potential, and levelling up your villagers. It's also about gathering and crafting. But there's essentially no settlement building. It's very good for what it is but it's not what you're asking about in this thread.

Evil Genius perhaps - more 'evil' lair building, but same idea.
Startopia is perhaps slightly overlooked, despite how excellent it is.
And you can spend a lot of time building a base/settlement in Cataclysm : Dark Days Ahead, which is a game with a very active community.
It's not my usual genre so I've not played many, but I quite enjoyed Banished a while back. Of course I've not played FO4 so I don't know what the settlement building aspect of that is like.
